1. Complete Modernization:
     PHP 5 → PHP 7 Upgrade

executed a full refactor and modernization of a large, legacy PHP 5 codebase. This included compatibility remediation, removal of deprecated features, re-architecting brittle components, and laying the groundwork for long-term maintainability. The upgrade was accomplished while keeping the system fully operational for municipalities using it daily for licensing, taxation, and compliance workflows.

2. Migration from Rackspace to AWS

led the end-to-end cloud migration of the production environment to AWS. This included designing the target architecture, containerization and infrastructure re-creation, data migration, cutover planning, and establishing operational practices. The move delivered major gains in reliability, scalability, monitoring, and disaster recovery.

3. Re-architecture into a True
    Multi-Tenant SaaS Platform

Transformed system from a single-instance monolithic application into a multi-tenant platform serving numerous municipalities under a unified, configurable architecture.
Key achievements included:

  • Designing tenant-aware business logic and data structures

  • Building tenant-scoped configuration and workflow engines

  • Creating multi-tenant onboarding tools and deployment pipelines

5. Vacation Rental Compliance & Data-Collection Automation

Built the project-product that performed automated screen-scraping of vacation-rental marketplaces (Airbnb, Vrbo, etc.), matched listings to taxpayer records, and initiated tax compliance workflows. This system enabled municipalities to detect unregistered rentals, enforce compliance, and increase tax revenue through automated, repeatable processes.

6. Major Security Enhancements for Municipal and State Requirements

Large municipalities and state-level agencies required strict security controls.
Delivered:

  • MFA and identity-integration upgrades (including Okta)

  • WAF integration and hardened AWS infrastructure

  • Secure workflow validations, audit logs, and permission controls

  • Remediation of legacy vulnerabilities uncovered during penetration tests
    These improvements elevated the system to an enterprise-grade security posture.

7. Onboarding of New Municipalities at Scale

Designed and built onboarding tools, UI flows, configuration systems, and repeatable processes that enabled GovOS to bring new cities online quickly.
